AFAIK, only .NET applications are allowed to run on Windows Phone 7 devices.
Also, Wikipedia says "Windows Phone 7 will only run applications that have first been approved by Microsoft and will only be available via the Windows Phone Marketplace.", so Microsoft's mobile OS is moving, let's say, "some" direction. :)
