I am not insisting that the way I see it is right, but
availability of the executable or source code does not mean it meant to be used outside of the company.
As I believe was stated it is included in Qt package just in order for Qt documentation to be built.

I guess Qt team just don't want to deal with support of additional product.
As for me this states that you may use the tool, but it may be changed or discontinued at any time.
This is a reason why you would probably never see any documentation how the code has to be prepared so tool works properly.
The result is that you have the tool which nobody promised you to support,
you don't know how to use and can be discontinued at any time.
This includes documentation availability.

It does not mean you can't use it, but it means you are on your own with it.
It neither means anybody trying to hide it, but nobody cares to release or maintain it.

That's not correct, qdoc is publicly available.  It's developed within
the Qt source tree under tools/qdoc3.

With the rest of your mail, I agree.  qdoc3 is built for Qt.  Projects
other than Qt which want a similar documentation tool should use
doxygen.
