I strongly disagree. The SDK contains much more than just the Qt 
libraries: QtCreator, QtSimulator, MinGW, QtMobility ... shall we really 
delay the release of each of these by e.g. a couple of months, just 
because another part is not ready yet? I'd rather publish each part when 
it's ready, so that people that are waiting eagerly for it (and might 
not even be interested in other parts of the SDK) can use it.

You should just decide within your team which version(s) you are 
targeting. It is your choice: Nobody is forced to use a new Qt version 
until the SDK includes it. Well, actually not even then, because nobody 
forces you to update the SDK or use new API :)
