In the same manner you could also argue that you don't change the underlying 3rd party libraries in the middle of a release cycle. And if you decide to do so, well, easy, just rebuild Qt from source.

So: Begin of process: choose a Qt version for development. End of process: upgrade at your will to the "to be delivered" Qt version, compile, test. The only difference would be the "compile it yourself" step, everything would be as before for you.

Wouldn't that work for you?
