[Qt-interest] Disabling QAction using Designer

To disable QAction in QtDesigner you should uncheck "enabled" property.
"Disabled On" defines graphics file for icon in that state.

If I set "Disabled On"  in  'Edit action' dialog  and save it is being
changed to Normal off state.
