It would be dependent on you window system, I'd say. Since you don't 
inform us of that, and it would be outside of Qt's scope anyway, I guess 
you can't expect too much help here. Window frames are generally drawn 
by the window manager you use, unless you use frameless windows and 
create your own. In the normal case, Qt can only give some hints to the 
manager on what controls it would like to have, and if the window should 
be able to resize. Hints, not commands, mind you.
