Take a look at KCrash and Dr Konqi from the KDE project:
http://api.kde.org/4.4-api/kdelibs-apidocs/kdeui/html/namespaceKCrash.html
These already do what you need under *nix systems and according to this
thread:

it looks like support for Windows may already be in KDE's trunk.
