Uhm... you mean as in "there is native code specific for Windows in all Windows System Settings?" For example, to setup the *system* fonts? Or the *system* services to be started or used? Or the *system* hardware such as soundcard, network card, CPU? This kind of code?

KDE (aka "KDE Software Compilation" ;) is much more than just a bunch of apps which happen to draw a nice GUI!

But at least where I live (and in most other places I guess) saying something like "Why is it like that? It is a complete disaster!" is considered a bit offending. Especially when you consider that KDE was build almost entirely by volunteers, spending their spare time in providing all these great apps for free.
And yes, we all know that software is not always optimal, and it "grows" under "historic circumstances" and hence always carries around "legacy code" (which per se is not a bad thing ;).
