Why? Lack of resources - GNOME has had a lot more corporate backing than
KDE. I'm not sure that Linux as a primary development platform is that
great a thing for portability, as its interface is a blob formed from
BSD, SysV and home grown. And porting from unix-alike+X11 to Win32 (and
Aqua) is always a major effort.
