My former company just did that, with existing Qt widgets and functionallity.
And that's exactly the point: if someone (Nokia or another 3rd party) was to release such a "ribbon widget", this should go into an additional package. For sure not into Qt Gui - simply because it is (still) far from being a "common widget". To my knowledge currently only "MS Office" based products (Excel, Word, Outlook, ...) use ribbons - not even sure about other MS products such as MS Visual Studio 2010. But you don't see them (yet) on KDE/Gnome/Mac... and very few other applications (and in my former company there were big discussions as well, not even including the customers yet).
Anyway, with current Qt functionality it is fairly easy to achieve what you want and IMHO such a "custom solution" should go into a separate package, maybe QtGuiExtra or a "Qt solution" or ... Qt should just provide "building blocks" for modern UI applications, kind of the "LEGO" design principle (at least years back when LEGO provided just building blocks and not these "everything is already done" toys you can't modify anymore ;)
