Oh, I thought that QtDBus might have to be ported for windows. Have you actually tried it?

I don't really understand the question.
You can build DBus 1.4.0 standalone on Windows. It does not depend on Qt. After that, if you want to have QtDBus on Windows, build Qt and make sure it finds you DBus installation.
