Sorry, I don't know how to build for 32Bit. I have always used the binaries from the website in the past for 32Bit Apps. Since I have moved to 64Bit I have a need to build from scratch. Is there any help regarding how to build?

Assuming you know how to build Qt from the command line for 32 bit windows,
64 bit version is built exactly the same way.
All you need is launch build when environment for 64 bit compiler is set.
For example for Visual Studio 2005 launch "Visual Studio 2005 x64 Win64 Command Prompt" (2008 should have similar.

Thanks for your reply. I downloaded Qt SDK for windows, but I couldn't find any instructions for building the Qt libraries from scratch. Is this the right file download to build Qt on 64Bit machine? If yes, then how do I go about compiling it in my 64Bit environment using VS2008 after installing the SDK.
