If you really want to cut down your download size you could have your
installer perform a check for the necessary libraries and download the
framework as part of the installer if they're not already present.
Then users upgrading could have a small download when you don't change
the version of Qt/runtime you ship.
FWIW though I ship both the Vis Studio runtime and Qt with my windows
app. I think the extra size is worth the fact that it 'just works'
rather than having to ensure they've previously installed the correct
visual studio runtime.
