It's part of Qt and should be in the bin/ directory. You have to compile the 
tools/qdbus/qdbus directory.

I need the output from this program to know why QtDBus isn't working

You need dbus-daemon and session.conf, yes. It's not so much memory -- it's 
less than 512 kB usually, in addition to the library itself.

This is my ARM "board":
