Meaning what exactly?
Qt Creator is msvc, Qt packaged with it is MinGW?

Qt Creator itself is built with msvc. (There were build issues with MinGw. I
forgot the reason.)

The Qt development libraries which are shipped with the 'Qt SDK for Windows'
package are built with/for MinGW. Since the MinGW toolchain can be
redistributed, that SDK package is a complete development environment.
