CMS is a protocol, not an application.

I don't see the issue. GnuPG is portable to windows, and CMS is not an 
external program.

I'd like to repeat my caution that crypto isn't the sort of thing that you 
want to be coding without understanding what you are doing (e.g. if you don't 
understand the threat model, then distribution dependencies are the least of 
your problems).
