If you can afford to depend on KDE and the Calligra libraries, you could consider using the Calligra flake framework. It provides exactly what you need: a way to create a set of shapes (as we call them) that can be shown in one or more views, where one shape can be in many layers and views, but not all views need to show all shapes in the set.
