Does the browser platform matter? (win, lin, osx)

If windows only, then you can use active Qt. 

Otherwise you'll need a netscape  plug-in for each platform. 

Or,  if you can put your own browser on there, use web kit. 

If you need it to run in a browser of the  user's choice, the first and last ones are a problem. 

A while back I asked about qt as a NSAPI plug in, and found some very rough stuff on the web. 

It is, possible, but won't be easy.
