Oh, I would also like to add, that consolidating Nokia to two development 
offices may not be the way to go. I'm not convinced in this day and age that 
software people really need to be geographically consolidated. I'd take a look 
at the online collaboration tools and how that collaboration is done.

Would Nokia hire me as an American if it was just Oslo and Brisbane? (While I am 
partial to North America, I do recommend keeping San Fran open because that is 
an office in the market you're trying to target. (#dogfood) - However I know 
nothing about the capacity of any of the offices)
