The only scenario I could think of right now is a paint editor, where the "Clone" tool is used: one cursor is placed over the image area which you are cloning, and the "real" cursor is placed where you actually paint.

That said, I can't think of much more where it would make sense to have actually two mouse cursor (cursors? ;)
