Video cards that support NPOT textures with regular addressing scheme (i.e. with texture coordinates lying in range 0...1) must have "GL_ARB_texture_non_power_of_two" in the list of supported OpenGL extensions. Your card doesn't have that extension, so invalid texture size is likely to be the cause.

However, your card supports the "GL_ARB_texture_rectangle" extension which allows using NPOT textures, but in a bit different way. Take a look at the extension documentation at
http://www.opengl.org/registry/specs/ARB/texture_rectangle.txt
for more detailed information.
