[Qt-interest] Driver Problem

Hello.............please i need help!, i built QPSQL driver against
postgresql 8.4.4, qt 4.7.3 on windows and the driver is seen when i run the
application from qt creator, but does not load wherein
qpluginloader->errorString returns "the specified procedure could not be
found", on 2 directories with all deployment libraries on my development
machine, the driver gets loaded..................and most importantly on
every other machine that i intend to deploy my app, available drivers return
" ", qpluginloader->errorString returns "the shared library cannot be found"

NB i meticulously read the Deploying Plugins doc in the Qt doc, copied
libraries from postgresql/bin, cleared plugin cache, walked the driver with
dependency walker,

why am i getting 2 different behaviour on the same machine (development
machine) and a totally different one on deployment machines
