Well, the calligra suite's engine offers you that possibility. It's very, very powerful, so there might be too much functionality available, but there are already some apps part of calligra that just mess about with odt, like the koconverter app that converts any supported file format to odt. 

You don't need the gui at all, and I am sure the community around calligra would love any input on how to make their work more usable in more context. Calligra is kinda of the webkit for the office space.
