I would assume so. Platform specific caveats side, you should be able to set 
your url to any (ffmpeg server?) stream. GStreamer, DirectShow* (see platform 
specific comment) then should handle the streaming on your client side. 



You can set up a test streaming server pretty easily with VLC.
