I would also request that Daylight Savings Time be able to be specified (or
not), when converting between UTC and local time (and vice-versa).  

Here in the US, it is very confusing when DST starts and stops, because they
changed the law about that.  Being able to manually ignore it or not (as
well as the current behavior of applying it to a date based on when the date
appears in the calendar, and the OS's understanding of whether DST is active
on that date or not) would give us some welcome flexibility.
