[Qt-qml] Effect property documentation

I would like this. It took me a while to find and I would prefer that we made it clear what the implications are and leave the decision up to intelligent engineers to make the best call for their apps and user experience.

Effect is a property for the Rectangle element. Would it be sensible to reintroduce this in the documentation and include the description on how to enable effects if people don't care about the performance implication in resource constrained environments?
