I agree completely.
Certainly no-one should feel obliged to use this "system palette" when building their components. It exists merely to pass that platform information on if needed. Indeed, if you are designing a whole new user interface for a platform, then you can define whatever you like in your style guide - anything from "text should be on a contrasting background" to "text must be chartreuse and always appear on a background gradient of red to steel blue, and the first letter should always be bold and 10% bigger" (clearly I am not a visual artist).
