It does need a lot of the functionality been introduced with Windows CE 
version 5.0 and thus been used on Windows Mobile 5.
I think the biggest part needed to be rewritten to support earlier 
versions of Windows CE is the whole textrendering.
Also the networking will probably fail to compile.
