As of today, I can offer no such guarantee by myself, no. We have decided that Qt 5 will require OpenGL (ES) 2.0, regardless of wether there exists a software fallback or not. We are committed to this.
That being said, I do see a lot of potential solutions for the case where GL hardware is not present, such as previously mentioned.

If no solution comes, either from the community or because we do not have time to work on such solutions, then Qt 5 will simply require GL hardware. We are announcing these plans now, in all honesty. And we are doing so, because we want people to have time to react, time to plan and time to help out. We will not be able to address this problem fully alone.
