[Releasing] Preparing 4.6.5 and 4.7.6 releases

Both previous releases (4.6.4 and 4.7.5) were done by Digia and at the
time not accepted into the Qt Project repos (they were not in gerrit at
the time).

So now the repos are under qt, but it is hard to get the releases in
another way than providing a branch. Outcome is the same, there will be
both open-source and commercial version of 4.6.5 and 4.7.6 just as there
was for 4.6.4 and 4.7.5.

I see no reason why these should not be 'official releases'.
