[Releasing] Moving "release-tools" from qtrepotools to qtsdk

Hi,

Since we are going to use qtsdk.git instead of qt5.git to create packages in the future, so what we did was:

* All release-related scripts were moved from qtrepotools to qtsdk.

  - https://codereview.qt-project.org/36360

qt5.git will continue to be CI tested for all the modules there.
we will take only the required sha1s from qt5.git into qtsdk.git
