[Releasing] 4.8.3_rc2 regression: pkg-config broken for mingw

Hi,

Thank you for the information and fix via Gerrit. Since mingw build is working on desktop and it might take time to get this through Gerrit it's possible that this fix won't make to 4.8.3 release. For those who need fix can do it then by themselves based on your Change I6c6ed81b (https://codereview.qt-project.org/34663).
