I'm not 100 % sure what you mean, but from what I guess, this is about merging 
branches.
The policy is unchanged and all patches in any 5.x.y branch get merged to 
5.x.y+1 or 5.x+1.0 and forward to dev eventually (don't nail me down on the 
math here, to the next branch that makes sense).
This should happen for modules that are deprecated as long as they receive 
patches.

As for source tarballs I think we have so far not considered producing 
tarballs as Jani writes, why do you see the necessity?
