[Releasing] Qt 5.12.3 released

I was working on updating the OpenEmbedded support for 5.12.3 in
https://github.com/meta-qt5/meta-qt5
https://github.com/meta-qt5/meta-qt5/pull/191
and noticed some issues with v5.12.3 tags.

Can you please check v5.12.3 tags in the repositories, I don't see the
tag at all in qtknx, qtmqtt, qtopcua and in qttools, qt3d the tag does
exist, but wasn't downmerged to 5.12 branch yet.

Similarly (but for more modules) for today released 5.9.8:
qttools $ git branch -a --contains v5.9.8 
  remotes/origin/5.9.8
qt3d $ git branch -a --contains v5.9.8 
  remotes/origin/5.9.8
qtbase $ git branch -a --contains v5.9.8 
  remotes/origin/5.9.8
...
