[Releasing] HEADS-UP: Branching from '5.13' -> '5.13.1' started

Hi,

We have soft branched '5.13.1' from '5.13' today. So from now on all new changes targeted to Qt 5.13.1 release should be done in '5.13.1'. Final downmerge from '5.13' to '5.13.1' will happen Monday 5th August.

Target for Qt 5.13.1 release is 15th August. Please make sure all release blockers are visible in the blocker list (blocker list is here: https://bugreports.qt.io/issues/?filter=21165).
