[Releasing] Meeting minutes from Qt Release Team meeting 3.1.2023

Qt 6.4 status
- Qt 6.4.2 packages available & tested. We will release Qt 6.4.2 Thu 5th January 2023
- Target is to release Qt 6.4.3 during February 2023

Qt 6.5 status
- Qt 6.5 Beta1 released just before Christmas
- Target is to release Qt 6.5 Beta2 ~mid January 2023
- Qt 6.5 API Change review ongoing, see https://bugreports.qt.io/browse/QTBUG-109580
- Updating 3rd party components for Qt 6.5 to be started soon
   * Jani will create tasks for maintainers
