[Development] Staging of qtdeclarative changes has been blocked while we try to unpin the qtbase SHA1

Hi,
qtdeclarative needs to be adapted to some recent changes in qtbase. 
While we try to get that done 
(http://codereview.qt-project.org/#change,18941), staging of unrelated 
changes to qtdeclarative has been blocked.
