Just try to do
    %QTSOURCE%\configure -opensource -prefix D:/qpSOFT/Projects/BuildQt5-x86-tdm/qtbase -confirm-license -platform win32-g++ -debug-and-release -fast -nomake examples >>config.log 2>&1
Instead, and see if that helps.

The configure command on Windows:
%QTSOURCE%\configure -opensource -prefix %CD%\qtbase -confirm-license -platform win32-g++ -debug-and-release -fast -nomake examples >>config.log 2>&1

Here is the 'qmake -query' print log:
 D:\qpSOFT\Projects\BuildQt5-x86-tdm>qmake -query
QT_INSTALL_PREFIX:D:\qpSOFT\Projects\BuildQt5-x86-tdm\qtbase
QT_HOST_PREFIX:D:\qpSOFT\Projects\BuildQt5-x86-tdm\qtbase
