[Development] repository for the toolwrapper

With that reasoning it could be put in qtbase.

But the tool need to be independent of Qt4 or Qt5.
We don't want to force anyone to checkout a qt5 repository just to use Qt4.

It is also released independently of Qt5, so I see no point in having it in 
the qttool repository.
