I can accept that we shouldn't change the defaults based on whether we're 
doing make install or not.

The reason I wanted them as the default was so that a minimal "configure --
prefix=/usr" would do the right thing, as most other packages do. That means 
our instructions to packagers are simpler. They need to pass additional -
xxxdir options if they *choose* to according to their distro policies, not 
because our defaults are incorrect.
