[Development] QAction shortcut policy

Thank you , I registered and searched for that bug, but the key word was 
"non-latin" and I missed it. The change is approved : 
https://codereview.qt-project.org/#change,61783 , and is marked as 
merged . I guess that means it is merged in the development builds , but 
not in any point release , and that's why the bug is still opened . Have 
I gotten it right - if I get a daily build it'll have the change merged ?
