Thanks for taking this on Alex. We reached a consensus at the QtCS and on this 
list.
The process is: there is no process. We want to freely hand out bug triaging 
rights - asking for them should be enough. Feel free to give them out easily.

We want to allow people to work with us. And there is little harm to be done.
If I start prioritizing all my pet peeves as P1 or change the priority of bugs 
that Thiago has triaged before in random ways, you get to take my bug triaging 
rights away again. That kind of misbehavior will be noticed very quickly 
anyway since pretty much all bugs have someone else on them that also gets 
notified of the changes I do. (So as usual - with great power comes great 
responsibility ;))
