[Development] PROPOSAL: merge #qt-qml and #qt-components to #qt-quick

I'm okay with that. If we want to reclaim #qt-qml for development we
can do it after all the users have switched over. Currently they just
have inexplicable overlap, so one channel would be an improvement.
