[Development] QtDBus in official Windows and OSX installers

It should already be included in the Mac installers. If it isn't, it's a 
regression bug and needs to be fixed.

For Windows, I don't know. I know configure.exe can enable D-Bus, but I've 
never even tried, so I don't know what it takes.
