[Development] Make Qt WebEngine an add-on

Hi,

We are currently developing Qt WebEngine as a qt-labs project.
Now we would like Qt WebEngine to become an official Qt add-on module.

I am therefore requesting to move the repository from: 
qt-labs/qtwebengine to qt/qtwebengine.

This will also be a step in the direction of releasing Qt WebEngine as 
an add-on together with Qt 5.4
