Not to me.
1) A module may start not using private API and add it later.
2) It is an increase in 'the number of standards'. That is not useful.

And 5.4.1.1 and 5.4.2.1 etc.
The time between patch releases is already very short. Even the time between
minor releases is reliably short at 6 months.
