On my recent attempt to build qt 5.3beta on linux,
-developer-build did not include qttools, qtscript, or qtquick1,
so in order to build qtcreator I had to build those extra modules.

That's exactly what my experience was with 5.3beta.
Are you sure it is only "sometimes" and not always?
