[Development] QtCon rooms for QCS

Hi,

Yes, there is a reservation of room space for topics that come up in for Qt contributors.

I need to figure out the best (simplest) process for how we manage that space. For now mailing me directly is probably the best way, as I need to add the topics to the event management system.
