[Development] Shall we turn on /utf-8 compiler option when build qt for Windows?

personally, I want
- every file in the world converted to UTF8
- every software made compatible to UTF8
- compatibility to any other encoding removed from every software
- everyone burned at stake for heresy who says that any other encoding
has ever existed
