[Development] Nominating Viktor Engelmann for Approver Status

I'd like to propose Viktor for approver status. Since August last year he's been contributing to QtWebEngine full-time. Based on my experience talking to him and working with him, I trust him to review changes thoroughly and approve or reject changes responsively.
